The Whistle Blowing System is a system for processing complaints that can be used by complainants to report alleged violations committed by lecturers, education staff and students within the Balikpapan State Polytechnic, of course the confidentiality of the reporter’s identity is guaranteed and protected by the Balikpapan State Polytechnic. This is in line with the notion of Whistle Blower according to PP No. 71 Year 2000.
A. Background
As a manifestation of the awareness and anticipatory nature of the Balikpapan State Polytechnic towards the need for ethical development and clean behavior as well as in the context of preventing and handling various violations, the Balikpapan State Polytechnic has established a Violation Reporting System (SPP) / Whistle-Blowing System (WBS) within the Polytechnic. 1. Violation Reporting System/SPP (Whistle-Blowing System) is a system used to accommodate, process and follow up as well as reporting on information submitted by the reporter regarding the violation that occurred at the Balikpapan State Polytechnic
2. Violation acts are all actions in carrying out activities at the Balikpapan State Polytechnic Environment that are contrary to the applicable laws and regulations, regulations at the Balikpapan State Polytechnic Environment, morals and behavioral guidelines.
3. Whistleblowers are personnel or legal entities both from the internal and external environment of the Balikpapan State Polytechnic who convey information regarding incidents or indications of violations through the channels provided by the Balikpapan State Polytechnic.
4. The Reported Party is the Director, Deputy Director, Unit Head, Lecturer, Education Personnel and all employees of the Balikpapan State Polytechnic as well as other personnel who directly work for and on behalf of the Balikpapan State Polytechnic.
5. Reporting of Violations is a report of an act of violation or disclosure of an unlawful act, an act that violates the code of conduct of the Balikpapan State Polytechnic, is not in accordance with healthy morals or other actions that are detrimental to the Balikpapan State Polytechnic.
6. Conflict of Interest is a situation or condition where a person is faced with different interests, namely when someone who has power and authority has or is suspected of having a personal/group interest in any use of his power and authority, so that it can affect the quality and performance that should be.
7. Corruption is any person who unlawfully commits an act of enriching himself or another person or a corporation that can harm the state’s finances or the economy and/or any person who, with the aim of benefiting himself or another person or a corporation, abuses the authority, opportunity or means available to him. belongs to him because of a position or position that can harm the state’s finances or the state’s economy.
8. Fraud is a dishonest act or deception including, among others, fraud, extortion, forgery, concealment or destruction of documents/reports or using false documents, which is carried out by a person or group of people that causes potential loss or real loss to the Balikpapan State Polytechnic or other people. other.
9. Theft is taking goods or something either wholly or partly belonging to the Balikpapan State Polytechnic, with the intention of unlawfully possessing it.

E. Protection for Whistleblowers
The Balikpapan State Polytechnic is committed to protecting whistleblowers who have good intentions and the Balikpapan State Polytechnic will comply with all relevant laws and regulations as well as best practices that apply to the implementation of the Whistleblowing System. All reports of violations will be guaranteed confidentiality and security by the Balikpapan State Polytechnic. Whistleblowers who wish to remain confidential are guaranteed the confidentiality of their personal identities, except in the case of legal proceedings
F. Criteria for Complaints
WHAT is what acts indicate a known crime of corruption/violation.
